Annual payroll includes all forms of compensation, such as salaries, wages, commissions, bonuses, vacation allowances, and sick-leave pay paid during the year 1939 to all employees. Payments in kind, such as free meals and lodging, are excluded. For corporations, it includes amounts paid to officers and executives; for unincorporated businesses, it excludes profit or other compensation of proprietors or partners. Payroll is reported before deductions for Social Security, income tax, insurance, union dues, etc.
